SENEGAL – Message from the CNU Head of Mission to fellow Senegalese citizens

Freedom of expression is one of the fundamental rights of any democratic society. It allows every citizen to freely express their opinions, ideas, and beliefs, while respecting the dignity and rights of others. This right, recognized by the Universal Declaration of Human Rights (Article 19), is the foundation of dialogue, progress, and social peace.

However, we note that this right is often misunderstood or even threatened. Between censorship, fear of expression, misinformation, and hate speech, it is urgent to remember that freedom of expression is not the absence of limits, but rather a responsible exercise.

We must encourage everyone—young people, citizens, public and private actors—to express themselves freely, but also to listen, debate, and respect differences of opinion. Words should never be used as weapons, but as bridges between minds.

Through this letter, we call for collective awareness: protecting freedom of expression means protecting democracy, justice, and human dignity.

Let us remain united in defending this essential right, so that every voice can be heard without fear or threat, in accordance with our shared values of tolerance, respect, and responsibility.
